The world’s cultural heritage is currently not only threatened by time, nature, and human development but increasingly by armed conflicts. We see destructions caused by looting and illicit traffic but also iconoclasm and manipulations of cultural heritage for political, religious, economic, and propaganda reasons. Revenues of illegal selling are often used to finance conflicts as illustrated in the Da’esh business model example in this publication. Cultural Property Protection (CPP), while legally mandatory under national and international law, appears to be poorly implemented and sanctions are rarely enforced. There is however, a constant demand for education and outcomes from multidisciplinary research, especially in the context of conflict and crime. Such research must include military perspectives, and common mechanisms connected to abuse and protection. Outcomes should contain academic conceptualization, as well as practice based solutions to diminish and mitigate damage. To meet demands while expanding, and following up on their previous work Military Involvement in Cultural Property Protection: An Overview (Joint Force Quarterly, JFQ 74, 3rd Quarter 2014 July 2014) the authors wrote this publication. It contains a selection of field case examples and incorporates recent developments and trends. All ingredients serve to feed research and dialogue about the use and abuse of cultural heritage especially in the event of conflict, with a focus on cooperation and coordination between civil stakeholders and military parties. A selection of identified fundamental CPP problems is discussed as part of a comparative analysis with field examples such as the Dugong case, an illustration of overlap between cultural and natural heritage coined as hybrid heritage. Other cases include events in Libya, Estonia, Iraq, Syria, Turkey and Mali. All are weighed against Rittel’s wicked problems theory and other concepts while involving new notions of securitization, politicization, memorialization and propagandization of cultural property. The authors also signal within circles of IO’s, NGO’s and Governmental parties involved in the management and protection of heritage, an increase of bureaucratic behavior and political use of mankind’s cultural heritage contributing to the current deplorable situation.

Irak, Libië, Egypte en Syrië worden leeggeplunderd. Terroristen en extremisten doen hun voordeel met eeuwenoude cultuurschatten. Dat stelt archeoloog en militair kunsthistoricus Joris Kila in het boek Cultural Property Crime, dat op 26 november gepresenteerd wordt aan de pers en het publiek.
book_cultural-property-crime_195x295Na de handel in olie vormt de verkoop van geroofde kunstschatten de grootste bron van inkomsten voor terreurorganisaties in het Midden-Oosten en Noord-Afrika. In Afghanistan maakt de Taliban zich op grote schaal schuldig aan de plundering en verkoop van archeologische objecten, in Irak en Syrië gebruikt Islamitische Staat (IS) de opbrengsten van oudheden om wapens en munitie te kopen en het conflict te verlengen. Cultuurschatten worden internationaal te koop aangeboden in Londen, Brussel, New York, Istanbul, Dubai en Amsterdam.

A Joris Kila l’"Energetic Source Award" Carlo Bagnasco, CEO di Energetic Source ha avuto il piacere di consegnare l’"Energetic Source Award" allo studioso di fama internazionale Joris Kila.
Nel corso del prestigioso evento Cultural Heritage Rescue Prize, che si è svolto sabato 25 ottobre nella splendida cornice di Venezia, Carlo Bagnasco, CEO di Energetic Source ha avuto il piacere di consegnare l’"Energetic Source Award" allo studioso di fama internazionale Joris Kila.
Il premio è una riproduzione fotografica del quadro del Landi "Ulisse e Diomede rubano il Palladio" come simbolo contro i pericoli del trafugamento delle opere e oggetti d'arte, ragione per la quale anche Dante pose Ulisse nel girone dell'Inferno.
“Sono molto onorato di aver ricevuto questo riconoscimento – ha affermato Joris Kila – “ Attualmente il mio lavoro si sta concentrando su ricerche e pubblicazioni riguardanti la protezione del patrimonio culturale nei contesti dei conflitti armati, incluse le responsabilità militari e le conseguenze legali. Mi sto concentrando sul fenomeno della distruzione culturale, di cui la Siria è, purtroppo, un terribile esempio. Ma distruzione e saccheggio si stanno moltiplicando a macchia d’olio in altri paesi: dall’Iraq al Mali, l’Egitto e l’Ucraina. Per questo è necessaria la ricerca, le pubblicazioni e la proattività di progetti multidisciplinari primo fra tutti il Cultural Property Protection.”
